These gauges utilize high-precision stepper motors which require electrical power to reset the pointer position. It is completely normal for the pointer to stay off-zero when the vehicle is turned off.

No, the package does not include an oxygen sensor. You will need a narrow-band oxygen sensor with an output voltage of 0~1 V to work with this gauge.
